This lists the programs set to launch upon Windows startup on your machine. In the window that pops up, click 'more details' in the bottom left corner of the window to expand the view and then click on the 'startup' tab at the top. To disable Bing from launching upon Windows startup, hit Ctrl+Alt+Del on your keyboard and select 'task manager' from the list that appears.
